Introduction
This Bookings Policy sets out the terms, expectations and procedures for hiring Abbotswood Community Centre, whether for a one-off booking or regular hire. By making a booking, the hirer agrees to comply with this policy, the current hire charges, and any additional conditions set by Abbotswood Community Association.
The policy is intended to protect the Centre, its users, staff, volunteers, trustees and the wider community by ensuring that all bookings are managed fairly, safely and consistently.
Definitions
For the purposes of this policy:
- ACA stands for Abbotswood Community Association.
- The Centre means Abbotswood Community Centre, including any part of the Centre hired by the hirer, shared areas, kitchen facilities, toilets, car park and outdoor space.
- Hirer means an individual hirer or, where the hirer is an organisation, its authorised representative.
- One-off hirer means a hirer booking the Centre for a single event, occasional use or non-recurring booking.
- Regular hirer means a hirer booking the Centre on a recurring basis, such as weekly, fortnightly, monthly, termly or another repeated arrangement.
- Party booking means any booking for a birthday party, celebration, family gathering or similar event.
- Children’s party means any party, celebration or event primarily intended for children or young people.
- Public event means an event open to the public or expected to generate high foot traffic, including but not limited to fairs, markets, fundraising events, public sales, exhibitions, large community events or events involving multiple stalls, vendors or public attendees.
1.0 General Booking Principles
The Centre is available for hire by individuals, community groups, charities, businesses and organisations whose proposed use is compatible with the aims, values, facilities and safe operation of the Centre.
1.1 The Centre, or any part of it, cannot be hired by persons under the age of 21. The named hirer must be aged 21 or over.
1.2 The hirer must be present throughout the hire period unless otherwise agreed in writing by ACA.
1.3 ACA reserves the right to refuse any application for use of the Centre without specifying reasons. ACA may also prescribe special requirements, such as indemnities, additional supervision, insurance evidence or other safeguards, where considered necessary.
1.4 The Centre may only be used for the purpose described at the time of booking. The hirer must not sub-let the Centre or use it for any unlawful purpose or in any unlawful way.
1.5 The hirer must not bring anything onto the Centre premises which may endanger the Centre, its users, or invalidate any insurance policies.
2.0 Hireable Spaces
The Centre includes the following rooms available to hire:
Room | Main Hall | Meeting Room 1 | Meeting Room 2 | Combined Meeting Rooms | Interview Room | Whole Community Centre |

2.3 Individual room bookings include light shared use of the kitchen only, such as making drinks. Whole Centre hire includes exclusive full use of the kitchen unless otherwise stated.
3.0 Hire Charges
Hire charges are set by ACA and are reviewed at least annually.
The following hire charges apply from April 2026 unless updated by ACA:
Room | Main Hall | Meeting Room 1 | Meeting Room 2 | Combined Meeting Rooms | Interview Room | Whole Community Centre
Weekday Rate (p/hr) | £20 | £9.50 | £9.50 | £18 | 8am-3pm | £8.50 | £50 |

Weekend Rate (p/hr) | £24 | £11.50 | £11.50 | £22 | £4.25 | £58
3.1 The hirer must pay the rate in force at the time the booking is confirmed.
3.2 Additional charges may apply where:
- The hirer uses rooms, facilities or equipment not included in the booking.
- Additional set-up or clear-down time is required.
- The booking is a party booking.
- The booking requires whole-centre hire.
- Extra cleaning, repairs or security measures are required.
- The Centre is not vacated by the booked end time.
- Access permissions, keys, cards or fobs are lost, damaged or misused.
3.3 It is the hirer’s responsibility to decide the length of booking period required for their hire.
3.3.1 The booking period must include all time required for access, setting up, decorating, deliveries, catering, entertainment, cleaning, clearing away and vacating the Centre.
3.3.2 Hirers must not enter the Centre before the permitted access time for their booking and must leave by the end time stated in the booking confirmation.
3.3.3 Rooms may be in use by another hirer before or after a booking. Hirers must therefore only access and use the Centre during their authorised booking period.
3.3.4 Failure to comply with booked access times may result in additional charges, deductions from deposit, suspension of access rights or refusal of future bookings.
4.0 Discounted or Free Hire
ACA may, at its discretion, offer discounted or free hire to charitable, voluntary, community or not-for-profit organisations where the proposed activity aligns with ACA’s charitable aims and is for the benefit of the local community.
4.1 ACA will consider each request on a case-by-case basis, taking into account the purpose of the activity, the benefit to the community, the organisation or group involved, the availability of the Centre, and ACA’s own operating costs and sustainability.
4.2 ACA reserves the right to refuse, amend, withdraw or review any discounted or free hire arrangement at any time.
4.3 Where discounted or free hire is agreed, the hirer remains responsible for complying with this Bookings Policy, including requirements relating to access, supervision, safeguarding, health and safety, cleaning, damage, insurance, alcohol, CCTV and use of the Centre.

Daytime bookings ending by 6pm | £100 | £200 |

In the event of serious misuse of the facilities, the hirer’s liability will not be limited to the amount of the security deposit.
7.0 Access instructions
Access instructions will be provided to the named hirer by email within 48 hours of their booking start time. The access email will include a QR code which the hirer can scan to gain access to the Centre.
The QR code will become valid 10 minutes before the booking start time and will remain valid for the duration of the booked hire period only. The hirer is responsible for ensuring that the QR code is not shared with anyone.
7.1 Hirers must not arrive at the Centre more than 10 minutes before their booking start time. Rooms may be in use by another hirer before this time, and early arrival may cause disruption to other Centre users.
Hirers must leave the Centre by the end time stated on their booking confirmation. The booked period must include all time required for setting up, decorating, deliveries, catering, entertainment, cleaning, clearing away and vacating the building.
If a hirer arrives earlier than permitted, remains in the Centre beyond the booked end time, or causes disruption to another booking, ACA may deduct additional hire time and/or associated costs from the hirer’s deposit.
7.2 If the named hirer wishes to delegate access responsibility to someone else in their party, ACA must be informed at the earliest opportunity. The named hirer remains responsible for the Centre, attendees, guests, suppliers, contractors and any damage, misuse or breach of this policy during the hire period.
8.0 Booking Cancellations
All cancellations or postponement requests must be made in writing to ACA.
8.1 A minimum of two weeks’ notice is required to obtain a full refund. Where less than two weeks’ notice is given, ACA may retain some or all of the hire fee.
8.2 ACA may cancel a booking where the Centre is judged by ACA to be unfit or unavailable for hire for reasons beyond its control. Every effort will be made to give a minimum of 14 days’ notice where possible.
8.2.1 ACA cannot be held responsible for short notice cancellation due to emergency repairs, health and safety issues, fire, flood, extreme weather, force majeure or other circumstances beyond its control.
8.2.2 Where ACA cancels a booking because the Centre is unfit or unavailable for hire, ACA will refund monies paid by the hirer but will not be responsible for any additional costs, losses or expenses incurred by the hirer.
Section B: Regular Hirers
9.0 Booking Procedure
Regular hire arrangements must be agreed in writing by ACA. Enquires should be made by emailing the Community Centre Manager at: bookings@abbotswoodromsey.co.uk
9.1 Regular hirers must provide details of the activity, frequency, required rooms, expected attendance, equipment used, safeguarding requirements where applicable, insurance arrangements and any storage needs.
9.2 Regular bookings are subject to availability.
9.3 All regular bookings must comply with a minimum booking period of 1 hour. After the first hour, additional time must be booked in 15-minute increments. This is to ensure fair use and availability of rooms.
9.4 ACA may require regular hirers to complete an annual booking review or provide updated information, including insurance documents, safeguarding policies, risk assessments or other relevant documentation.
10.0 Payment by Regular Hirers
Regular hirers of the Centre must pay monthly in advance by Direct Debit. In exceptional circumstances, another payment method may be agreed by ACA.
10.1 The Centre Manager will usually send an invoice in the middle of the month informing the regular hirer of the amount to be deducted on or around the first day of the following month.
10.2 If a Direct Debit is cancelled and payment has not been made by the end of the month to which the booking relates, ACA may cancel future bookings and delete or suspend access to the Centre.
10.2.2 Repeated late payment may result in the regular hire arrangement being reviewed, suspended or terminated.
10.3 ACA account details for payment are:
Sort Code: 60 18 46
Account Number: 28099478
11.0 Access Arrangements for Regular Hirers
Regular hirers will be given access to ACA’s access control system, UniFi, where they can set up access through the app, including facial recognition.
11.1 Regular hirers are responsible for ensuring that only they use the access details provided to them. Access permissions must not be shared with unauthorised individuals.
11.1.1 If a regular hirer needs to delegate access to another person for any reason, including but not limited to instructor cover, staff cover, illness, emergency absence or temporary replacement, ACA must be informed at the earliest opportunity.
11.1.2 Access permissions must not be shared directly by the regular hirer. ACA will arrange appropriate visitor access for the nominated person for the designated booking period where approved.
11.1.3 The regular hirer remains responsible for ensuring that the nominated person understands and complies with this Bookings Policy, including access arrangements, safeguarding, health and safety, cleaning, security and use of the Centre.
11.1.4 ACA reserves the right to refuse delegated access where insufficient notice is given, where the nominated person is unsuitable, or where ACA has concerns about safety, safeguarding, security or compliance.
11.2 For regular hirers who are less confident using mobile phone access, an NFC access card may be made available at ACA’s discretion.
11.2.1 NFC access cards are limited in number and remain the property of ACA. If an NFC access card is lost, damaged or not returned when requested, a charge of £5 will apply for replacement or recovery.
11.3 Regular hirers must only access the Centre during their agreed hire period, including any agreed set-up or clear-down time.
11.3.1 Access outside the agreed booking period is not permitted unless authorised in writing by ACA.
11.4 Misuse of access permissions, sharing access with unauthorised users, repeated early arrival, late departure or failure to secure the Centre may result in additional charges, suspension of access rights and/or termination of the regular hire arrangement.
12.0 Changes to Regular Hire
Requests to change the time, date, room, frequency or nature of a regular booking must be made in writing and are subject to availability and ACA approval.
12.1 ACA reserves the right to make reasonable changes to regular bookings where necessary for the safe, fair or effective operation of the Centre.
12.2 Either ACA or the regular hirer may end a regular hire arrangement by giving written notice prior to the invoice for the following month being issued.
12.2.1 ACA may end or suspend a regular hire arrangement immediately where there has been a serious breach of this policy, non-payment, safeguarding concern, health and safety concern, misuse of the Centre, persistent complaints, unauthorised access, or conduct that puts the Centre, ACA, users or neighbours at risk.
Section C: Specific Booking Types
ACA will determine whether a booking requires whole-centre hire based on the nature of the event, expected attendance, public access, use of shared facilities, number of stalls or vendors, and likely impact on other users.
14.0 Party Bookings
Party bookings carry an increased level of risk to the Centre due to higher levels of activity, waste generation, food, use of shared facilities, disturbance of other Centre bookings, decorations, entertainment, children, noise, cleaning requirements and potential damage.
14.1 An additional party surcharge of £5 per hour will apply to party bookings. This will be charged as part of the party rate and added to the booking.
14.2 The Centre may not be hired for evening parties except on Fridays and Saturdays, subject to written permission from ACA and adherence to the amplified sound and speech requirements set out in this policy.
14.3 ACA is unable to accept bookings for 18th or 21st birthday parties, or similar types of event.
14.3.1 Failure to disclose the true nature of a booking will result in immediate cancellation by ACA, regardless of whether this is discovered before or during the event. If the true nature of the event is identified before the event takes place, no refund will be provided, including any security deposit. If the event has already started, ACA may terminate the event immediately and retain the security deposit.
14.4 Children’s parties must be appropriately supervised by the hirer and responsible adults at all times.
14.5 Alcohol licences will not be granted for children’s parties.
14.5.1 Alcohol is strictly prohibited at children’s parties. This means alcohol must not be consumed, supplied, served, sold or brought onto the premises by the hirer, guests, attendees, contractors or suppliers during a children’s party.
14.5.2 Any alcohol being consumed, supplied, served, sold or brought onto the premises during a children’s party will constitute a serious breach of this policy and will result in forfeiture of the full security deposit.
